Estimates of France’s capacity obligation for delivery years 2019 to 2023

In accordance with the capacity mechanism rules, RTE hereby sets out its estimates of France’s obligation level for the years 2019 to 2023 based on the 2018 Generation Adequacy Report. These estimates have been based on a security factor of 0.99 for 2019 and 0.98 for 2020 to 2023. They are based on the reference trajectory and the consumption trajectories studied as part of the sensitivity analyses of the 2018 forecast plan, i.e.:

  • Basic case: stable consumption over the analysis period
  • Trajectory 1: reduction in energy consumption over the period
  • Trajectory 5: cyclical recovery and stabilisation of consumption

Adjustment of the contribution at the border with Great Britain for delivery year 2020

On 31 January 2019, the operator of the ElecLink interconnection signed an agreement to participate in the capacity mechanism with RTE. This agreement specifies an explicit share of this overriding interconnection from 1 January 2021.

The value of the contribution at the border with Great Britain for delivery year 2020 proposed by RTE during the referral of the capacity mechanism rules was based on the assumed commissioning of ElecLink in summer 2020 in line with the assumptions in the forecast plan and RTE’s best predictions. In order to account for the content of the participation agreement, RTE is now using the commissioning of ElecLink on 1 January 2021 as the central assumption for the configuration of the capacity mechanism.

RTE has updated its simulations and, in the public consultation on the Concerte site from 1 to 14 February, proposed a 60MW reduction in the contribution at the border with Great Britain for delivery year 2020. Following this public consultation, on 20 February 2019 RTE referred the outcome for the approval of the Minister responsible for Energy and to the energy regulation commission for an opinion.

The date of explicit participation by the ElecLink interconnection in the French capacity mechanism given in the participation agreement signed between ElecLink and RTE shall be used by RTE to revise its assumptions for the configuration of the capacity mechanism relative to the contribution of the interconnections compared to those featured in the 2018 forecast plan. The revision and publication of the new values relative to the contribution of the interconnections to the French capacity mechanism shall be carried out in accordance with Article B.1.5.5 of the Rules on the capacity mechanism. The assumptions retained by RTE regarding the commissioning date of ElecLink as part of the configuration of the capacity mechanism shall only commit RTE and may not prevail over the official communications of ElecLink on this subject.

Maximum Installed Capacity for flows via the regulated interconnection from Great Britain to France for 2021, 2022 and 2023

In accordance with Article 9.8 of the rules of the capacity mechanism, following the signature of the capacity mechanism participation agreement via ElecLink, RTE shall communicate the value of the Maximum Installed Capacity for flows via the regulated interconnection from Great Britain to France from 2021. These values shall be consistent with the assumptions in the forecast plan and the terms of the participation agreement signed by ElecLink.
