The French State has identified four sites as suitable for the 'fast track' procedure
To support the State's re-industrialisation and digital sovereignty strategy and strengthen its attractivity to high-power industries, the French NRA (the Commission de regulation de l’énergie – CRE) approved a specific procedure on 7 May 2025 for the rapid connection of very high-power consumption facilities on suitable sites.
In accordance with the conditions outlined in Article 1.4.3 of the Technical Reference Documentation (Article_1.4.3 fr), the French State has asked RTE to pre-reserve:
- 700 MW of capacity at the Parc des Soufflantes site ( Escaudain, Nord, Hauts-de-France)
- 700 MW of capacity at the ZAC des Bordes site (Fouju, Seine-et-Marne, Ile-de-France).
- 700 MW of capacity at the former EDF power station Montereau site (Vernou-la-Celle-sur-Seine, Seine-et-Marne, Ile-de-France).
- 1 GW of capacity at the ZAC du Bosquel site in the commune of Le Bosquel in the Somme department (Hauts-de-France).
These sites are characterised by the availability of several dozen hectares of land, as confirmed by the local authorities, and by their proximity to the 400 kV grid, which makes it possible to supply a high level of consumption quickly.
The pre-reserved capacity is immediately reserved and will be taken into account in the exploratory studies and technical and financial proposals (and not accepted), which are affected by this reservation.
These pre-bookings are valid for up to nine months from 20 May 2025 and can be extended by up to three months if a land allocation selection process is ongoing at the end of the nine months.
If the pre-booked capacity differs from that contracted with the applicant benefiting from the fast-track procedure, the difference will be made available to all applicants.
