Why create an account?
After creating an account you will :
- have access to the “favourites” feature,
- be able to download certain data published by RTE,
- have access to forms (PKI certificate, EIC code, Customer questionnaire - KYC),
- have access to notifications.
If you are an RTE customer, feel free to contact your administrator so that he or she can give you access to your company’s services.
Submitting data related to the balancing mechanism, NEBCO, and frequency ancillary services is one of the key responsibilities of distribution system operators. RTE supports you in this process by providing this informational page dedicated to your data exchanges with RTE.
Data transmitted by the DSO to RTE
As part of the balancing mechanism (MA), NEBCO, and frequency ancillary services (SSy)—the DSO is responsible for ensuring the quality of the following data, which it generates and transmits to RTE:
Monthly perimeters
The participation of sites within a DSO’s service area in any of the MA, NEBCO or SSy mechanisms requires the submission of a perimeter declaration. Perimeters data for month M must be submitted between the 10th and the 5th business day preceding the end of month M-1.
The monthly MA/NEBCO/SSY perimeter files must be uploaded to the portal GIPSE.
The SI guidelines specify the procedures to be followed for each of these market mechanisms:
• Monthly perimeters for NEBCO
The specific provisions relating to DSOs are set out in sections 9.1, 9.2 and 9.3 of the SI NEBCO rules.

• Monthly perimeters for MA
The specific provisions relating to DSOs are set out in sections 6.1, 6.2, 6.3 and 6.4 of the ‘Implementation Guide for data exchange with RTE for management of perimeters, actual consumption monitoring and supplier payments under the Balancing Mechanism’.

• Monthly perimeters for SSy
Les modalités spécifiques aux GRD figurent aux §10.2 des "Règles d’accès au système d’échange d’informations relatif aux services système fréquence/puissance".
The specific provisions relating to DSOs are set out in sections 10.2 of the ‘Rules of Access to the RTE Information System for Frequency Ancillary Services’.

Load curves (LD)
Each DSO is responsible for submitting load curves for sites participating in the balancing mechanism and in NEBCO. Data for week S (Saturday to Friday) must be submitted by 12 noon on the Friday of week S+1 at the latest.
Files must be uploaded to the RMC application.
• LD NEBCO
Load curves for sites participating in the NEBCO mechanism must be uploaded to files "NEBEF_CRS_GRD_[Date 1er jour semaine]_[Code EIC du GRD]_[Horodate de création].csv" via the RMC application (application code: RB (Réalisé Bretagne / code flux: RB-MECDC).
The file format is described in section 9.4 of the SI NEBCO rules.

• LD MA
Load curves for sites participating in the balancing mechanism must be uploaded to files "CRMA_[CodeGRD]_[AAAAMMJJ de génération]_[HHMMSS de génération]_[AAAAMMJJ du samedi S-1].csv" via the RMC application (application code: RB (Réalisé Bretagne / code flux: RB-GRD).
The file format is described in section 6.5 of the ‘Implementation Guide for data exchange with RTE for management of perimeters, actual consumption monitoring and supplier payments under the Balancing Mechanism’.

Data transmitted by RTE to the DSO
RTE sends the following to the relevant distribution system operators:
- The list of entities active across the various mechanisms (EDA, EDP, EDE, EDR) for month M+1. This list can be downloaded from GIPSE from the 10th working day prior to the end of month M.
- List of activations on the MA: for activations on the MA, the list of bids activated by EDA is published in the OA_GRD files on D+3 on RMC (application code: GM / code flux: OA_GRD)
- The list of demand response on NEBCO: for demand response on NEBCO, the list of demand reponse by EDE is published in the PEC_GRD files (retained demand response schedule) on RMC (application code: PT / code flux: PT_PEC_GRD). The file is transmitted within 30 minutes of RTE receiving the demand response schedule.
- The achieved load-reduction time series generated for RPD sites based on the Corrected Payment Model, following activation on the balancing mechanism: the achieved volumes recorded per site are published on D+3 in files MA_CRMODECORRIGE on RMC (application code: GM / code flux: 23)
- The achieved demand response time series generated for RPD sites based on the Corrected Payment Model, following demand response on NEBCO: the achieved volumes recorded per site are published on S+2 in files NEBEF_CRMODECORRIGE on RMC (application code: GN / code flux: GN_SITES_CD_EF)
Appointing a third party to exchange your data
Each DSO may appoint a single agent, acting in the capacity of a DSO, to carry out all or part of the data exchanges provided for in these Rules.
The mandate must be submitted to RTE using the template set out in Annex 0.A1 ‘Declaration of Mandate between a DSO and a Third Party’ of Chapter 0 ‘General Provisions’ of the Market Rules.
