What the offshore accounting service provides and how to benefit from it

Context

The offshore accounting service is offered to a generator customer connected to the public transmission system, holder of a CART and a feed in tariff contract, awarded one of the calls for tenders n°2011/S 126-208873 and 2013/S 054-088441. 

In the event of unforeseen circumstances at the construction site during the construction phase of the producer’s offshore wind farm, it allows for the allocation of energy flows to the specific contractual segment of the OA contract, based on data from meters installed by RTE as well as information regarding the commissioning of the wind turbines provided by the producer. This service thus makes it possible to account for the constraints and specific characteristics related to the CFT1* or CFT2** power purchase agreements and the configuration of the offshore wind farms. 

This service is necessary for producers during the construction phase of their offshore wind farm whenever a contractual tranche does not consist of complete clusters of wind turbines, once it has been activated by the producer. Once the producer is able to modify the composition of this contractual tranche to include complete clusters—no later than the completion of the wind farm’s construction—the service must be terminated and replaced by the existing “accounting service.” The “simplified accounting offshore” service is therefore an optional and temporary service, available only during the offshore wind farm’s construction phase.     

This service is not necessary if the technical clusters correspond to the contractual tranches from the outset; in this case, the accounting service-selling of generation option under feed in tariff or additional remuneration is more suitable. 

Service description

The accounting offshore service calculates the power flows associated with the contractual tranches of the power purchase agreement (PPA) by prorating the power flows measured by the meters located at the head of each technical wind turbine cluster based on the number of wind turbines in service within each cluster.  

During the construction phase of its offshore wind farm, the producer commissions wind turbines on a rolling basis, which requires adjusting the pro-rata calculation each time. To this end, the producer must provide RTE with real-time information regarding the commissioning of new wind turbines. To streamline communication between the producer and RTE, this information is provided using a form pre-filled by RTE and to be completed by the producer. To simplify the process, this service handles only the commissioning of new wind turbines and does not address outages due to damage or maintenance. 

The “simplified accounting offshore ” service is therefore subscribed to for a tranche under feed in tariff for a maximum period of 1 year, exclusively during the offshore wind farm’s construction phase, and must be terminated no later than when all  the tranches under feed in tariff of the offshore wind farm have been activated.

Conditions for access

Subscription is to be arranged as follows: 

• At least one month before the activation of the first tranche under feed in tariff requiring service activation, the generator must provide RTE with the technical specifications of the facility (power transformers, generation auxiliaries, single-line diagram of the site, including identification of the technical clusters and their metering points, specifications of the cables between these metering points and the property line, and identification of the wind turbines planned for each of these clusters, etc.). This information allows the contract to be prepared in advance, before the information regarding the establishment of the first phase is submitted, which may itself be submitted at a later date.  

• At least 15 days before the activation of a tranche under feed in tariff, the producer must submit to RTE the information concerning that phase (list of wind turbines in service, distinguishing those belonging to the phase from the other wind turbines)  

• No later than 1 day before the activation of a tranche under feed in tariff, the producer must submit to RTE the connection agreements with the RE and the RP concerning the unit and sign the CPA (for the first unit), or the amendment incorporating this new unit (for subsequent units). The CPA, or the amendment, cannot be signed without the prior submission of these connection agreements.

These fees are billed monthly and are included in the monthly invoice of the CART.
