Call for tenders for demand response inextricably linked with supply
The demand response inextricably linked with supply call for tenders is a scheme to promote the development of electricity load reductions to contribute to the French Multiannual Energy Programme objectives, under Article L271.4 of the French Energy Code. The set of rules for call for tenders are laid down by the Ministry of Energy, after consultation with and proposal of RTE.
A demand response inextricably linked with supply is obtained by an electricity offer between a consumer and its supplier.
The supply offer must allow a consumption site to achieve load reductions when receiving a mobile peak signal from its supplier.
The following sites are excluded from the demand response inextricably linked with supply call for tenders:
- sites that perform load reductions achieved through conventional self-generation (diesel generators);
- sites with an interruptible load contract.
- sites already participating in the demand response call for tenders for the considered year;
- sites that have held a supply contract at the Regulated Sales Tariff including a demand response inextricably linked with supply option (EJP or TEMPO) in the 12 months preceding the commitment period;
- sites that do not have a communicating meter able to remotely read a load curve.
Suppliers selected following this call for tenders are designated by the Minister in charge of Energy. They are awarded a contract with RTE, under the conditions of the specifications for the call for tenders concerned, to receive remuneration for their demand response capacities.
This call for tenders brings additional remuneration as a contract for difference to the avoided cost of hedging capacity obligation. The amount of this additional remuneration depends on the price level on the capacity market.
For 2023 and 2024, years covered by the call for tenders, the maximum overall volume that can be contracted is 500 MW. The suppliers will be able to submit tenders for periods of one or two years.

The call for tenders is public. The application form of the suppliers is available on the e-commerce portal.

The timetable for the calls for tender
The 2023 demand response inextricably linked with supply call for tenders is open until 3 October 2022.
Applicants may submit their tenders until 3 October 2022, according to the schedule below.
- Deadline to ask your questions related to the demand response inextricably linked with supply call for tenders: 15 September 2022.
- Deadline for submitting tenders: 3 October 2022 at 10 am.
Commitments under the demand response call for tenders
By contracting via the demand response inextricably linked with supply call for tenders, you undertake to provide a load reduction up to your demand response capacity, on the 20 peak mobile signalled days on the following time slots: 8 am-1 pm and 6 pm-8 pm.
